His decision is definitely biased and unfair, but that also doesn't negate the fact that its not necessarily a bad decision either.
With Alka's marriage, initially, everyone was for the marriage. So he was happy to do the marriage and happy to see her get such a great family. It was only after the Rajeev fiasco that the family turned against Alka. Even then, one can argue it was kind of Alka's fault for keeping it hidden. And I think Rohan did ask for a second chance or something. And plus, other than Rohan's dad (who is usually uncaring towards Alka rather than malicious) and Rohan's Bhabi (who is actually malicious but secretly), everyone accepts/ likes/ treats Alka well. In his perspective, Alka gets treated well (no one really knows how much the bhabi dislikes Alka except for Alka herself, who is iffy about it at most).
Compare this with Anu's situation:
AnuRaj's marriage was not even for AnuRaj, it was for Karishma-Rajat. Rajat insulted all of the marriage stuff (throwing mangalsutra down). So from the beginning, this marriage was not necessarily a good one/ one you would want for your daughter. To add on to that, Minty HATES Anu, to the point where you wouldn't put it past her to torture Anu, and she's very obvious about it as well. No father would ever want his daughter, especially one he loves so much, to marry into such a household/ have such a MIL. So in that sense, he's right.
As for being biased, well Minty insulted his upbringing, brought up his dead wife, and questioned his daughter's characters. That's really rude for anyone to do. So his pride refuses to let Anushka and Rajat get married. And plus, as he loves Anushka the most, he probably wants to provide her with the best husband and best household. It's unfair to AnuRaj that these are his demands/ wants, but they are what they are. I'm sure he doesn't realize the depth of AnuRaj's love, or is ignoring it for the long term benefits/ gains. Rather than have Anushka married to the one she loves, but suffer through her entire marriage because of a mean MIL, he'd rather get Anushka get married to someone else with a good family and have her slowly fall in love/ accept the guy.
So yeah, there's a difference between AnuRaj and AlHan's marriages. And although Shastri Ji is definitely being biased and unfair, he does have a point as well.
