Wish him/her as soon as you remmembered it, dont delay anymore, no use pretending that you still dont know, it makes you look more guilty. As the minutes pass the person gets more disappointed in you. But since you are late a simple wish wont do, try and do something diffrent that will leave the person amused and well maybe he/she will forget and fogive your delay.

And next time write down the important date in a place where you can keep getting reminded of it .
