She is indeed the most underrated. From the actors I would say Jimmy Shergill.

Emraan has his own set of audience/fans.

A lot actually

Ronit Amrita owned 2 states

Kangana was excellent in Fashion(before Queen)

Arshad was best in Munnabhai series.better than Sanjay

Paresh Rawal is a really complete actor-he does serious roles really good as well

Supriya pathak also-she excels in comedy and serious roles

she was the best in ram leela

Anushka was the star of JTHJ

Majoj bajpai is underrated

vivek is a really good actor-he proved it in Shootout

there are many such names also-tabu,nadita das mahie gill

No wonder why Bollywood standards are sufferning

we don't see these actors much!!!!

Agree that Divya is extremely underrated.. I really hope someday, she will get her due recognition..

Along with her, I think the following people are also underrated..

Emraan(really really really a good actor, super underrated), Maddy(again an amazing performer, yet underrated because he is from South), Dhanush(also like Maddy, underrated in BW cinema), Kangana (deserved recognition way before she even did Queen/Fashion, but very happy she is being noticed now atleast), the pathak sisters(way under utilised, but happy for Supriya atleast, she was awesome in RL), Seema Biswas(she is also under utitlised in Hindi cinema, needs to come back), Nandita Das(another brilliant actress not utilised properly), Tabu(critical acclaim yet no big roles), Randeep hooda(he was so good in highway and infact the show stealer but people could only go gaga over India Meryl streep😕), nawaz(still no big roles for him😒), abhay deol(poor guy), amrita rao, shahid(underrated but also because of his bad movie choices)

Emraan Hashmi - Awarapan, Murder 2, Zeher, Raaz 2, TDP.
Jimmy Shergill - Raqeeb, Yahaan, A Wednesday, Special 26.
No one talks about VIdya Balan in Parineeta and Bhool Bhulaiyaa and Kangana in Woh Lamhe and Gangster, those were possibly their best performances.
