May be it should have been written better. She was not preventing Shiv from filing an FIR just telling him to think and act .After all Ira is Sanchi's mother she too needs to be kept in loop. Whatever steps they take they have to take the family with them. I haven't heard the exact phrasing, but I just feel like it would be natural in such a situation for Anandi to phrase things to indicate a separation between her and Ira's opinions on the matter. E.g., if Shiv said, "Humme turant FIR darj kar dene chahiye", she could have responded, "Haan, Shiv... par main Maa ke baare me soch rahi hoon. Unko darr hai ke FIR darj karne se hamare parivaar ki badnaami hogi". This would have been neutral on Anandi's part and shown clearly that the opinion that reporting the crime should be avoided due to potential badnaami was Ira's and not her own. Whereas based on the TM's post, it seems that there was some degree of ambiguity in Anandi's words... saying something like, "Which mother would like her daughter's badnaami?" makes it sound like Anandi herself is emotionally invested in brushing the whole incident under the carpet as per Ira's wishes and wants Shiv to come around to that way of thinking. Which completely doesn't sit right for me, as Anandi has always stood for what is just and correct even when particular family members have disagreed with her.
This is all just theoretical analysis on my part, though, and may be completely wrong. I should probably actually watch the clip in question! Also, sorry if my Hindi in any of the above phrasings is wrong...
EDIT: Found the precap clip and watched it. It wasn't as bad as I thought it would be, and was mostly Anandi echoing Ira's thoughts. I guess I just feel like it could have been better written... referring to "badnaami" of daughters as a universal fear shared by all mothers is quite regressive. Forget that... referring to rape as a reason for a girl to suffer "badnaami" in the first place is regressive. No-one but the rapist should feel shame. So I feel like Anandi should empathise with Ira's views but should firmly not endorse them herself. It also just seems out of character for her to think more about Ira not wanting the FIR to be lodged than about the fact that lodging the FIR is the right thing to do by the victim, Sanchi, and in line with her wishes.
The precap is a bit unclear. Although what I gauged is Anandi is not against filing FIR but she was rather double-ensuring that their effort (decision) shouldn't go futile. i.e. they should not simply file FIR when they don't have a clear picture about who molested Saanchi. That way only Saanchi's repute would be at stake and they won't even get the culprit, because Saanchi barely remembers anything - double loss.
Hence she must have brought in Ira's fears into convo to make Shiv see the other side of the coin. Currently Shiv is too angry and shattered to be able to think from all angles, but Anandi is quite composed and strong.
Also Anandi does know about Saurabh, but just doubting on him is not solid enough. They need some evidence.
