Well, being the first born does make you the leader of all your brother. At least that is how it used to be in olden days. Even now, royalty follows the same accord. First born is technically the king unless he had some malformation or an abnormality which doesn't allow him to be the king.
Lord Arun is not considered the King of all Birds because he is malformed. He can't fly much. The story is that Vinata (Garud and Arun's mother) had two divine eggs while Kadru (Mother of all naags) had a 100 eggs. Kadru's eggs hatched quickly and the Naag brothers were born. Jealous of Kadru, Vinata broke the first of her two eggs and came out a still underformed Lord Arun. He felt bad. He was supposed to be born with great wings which would have divine light in them and was meant to be one of the most powerful birds and King of the Skies but now due to his malformation he couldn't get all that. Hence, in his pain and agony, he cursed Vinata to be a slave to her sister Kadru. After he cooled down, he realized that even his mother wasn't meaning to hurt him like that and told her that if she kept her patience long for his brother, he would be born as the greatest of all the birds. Hence, several years later Garud was born. He was perfect in every form and very powerful.
Amoung all snakes brother only 3 brothers r most famous . Adi sheshnaag , Vasuki & takshak . Takshak is famous 4 his notorious activities .
Other naag brothers r king but they all come under naagraj Vasuki who is king of whole naaglok. As naaglok is not a divided in different part , it's one only. Its like ek kingdom ke under small small kingdoms hai
Naag lok is not divided, but yes, they do have king of various tribe. Of all those first born Nagas, Sheshnaag and Vasuki are the most powerful ones. Vasuki had scales that could not be easily broken. He had the strongest coils. Only Garud could get through them. That is why only Vasuki was chosen as rope for Amrit manthan. While Sheshnaag had the longest of the coils which were more smoother than the most exquisite silk. That's why he offered his coils as a place to rest to Lord Vishnu.
Lord Brahma asked naag clan to live beneath d earth. Some of them do rebel & started living on earth
Because the Naags earlier had troubles Garud's mother, Garud bore a lifelong enemity with Naags. He started hunting them and they became his primary prey. Everytime he saw a naag, he'd swoop down and eat them. Kadru had also earlier cursed them that they would all die because they refused to follow out her orders. If anyone wants to know that story. I'll post it up.
So, then due to fear of Garud and this curse, the rest of the naags began praying to Lord Shiva and spent their time to please him. Pleased with them, Lord Shiva offered them his protection. He ordered Lord Brahma to make a kingdom for all these Naags where they could live prosperously and fearlessly. Hence, Naaglok was created.
Acc to my knowledge sheshnaag passed his duties to Vasuki . It's like he is king of all kings that's why I said he is original naagraj.
Even before Vinata had become slave to Kadru, Sheshnaag took up penance in deep forests in search of meaning of his existence. He wasn't like his brother who were fine with how their lives were with Kadru. He did penance on Lord Brahma who told him that his destiny was to serve Lord Vishnu. Hence, he pleased Lord Vishnu and began serving him. According to the Vaishnav myths, he holds the earth up on his hood.
