Technically feasible to read DNA...blood stain will have cells from the blood...anyone of them can be extracted to get to the DNA...

But then the science goes all downhill...
1) unless the villians have a complete human Genome map and Genome mapping technology you cannot really compare...also how do you determine that this is a superpowerwala dna?...

2) Genome maps from DNA really show only gene sequences...there is nothing else to go with...so all you can determine is if a particular gene sequence is altered...that too not instantly but after huge amount of time..

Now (Genomics 101 lesson):😛
Humans contain 23 pairs of chromosomes which are texts of DNA molecule sequences...genes are combinations of such moelcule sequences and nothing but recipes for cooking upto 2 - 10 million different types of proteins (yup we still dont know how many) by combining 20 (only!) different base but complex amino acids into various permutations and combinations...And proteins do everything in the human body...

...The chemical pathways for generation of proteins are complex..end point of one triggers beginning of another..which in turn may trigger some other cell, which in turn will trigger a particular gene sequence of that cell, which in turn will generate some other proteins and so on and so forth...and all this is continuously happening back and forth in real time and mostly in response to all types of stimulii...

...It is the final end point of this complex cooking which finally determines each and every activity or change in a human body... We havent even begun to understand this.. No one knows or has even a basic picture on how the recipe from a gene translates into a concrete activity or change at level of human body.

..an analogy is that we have managed to transcribe a book (~ 3 billion words long...thats the number of base pair DNA blocks) and can do a rudimentary analysis of only patterns of alphabets in the book...But thats it...we neither understand the language, nor the word nor its meaning nor how it refers to another paragraph behind it or ahead of it in the book...

...earlier estimates were that humans have 100,000 genes (ranging from few hunreds to a few thousands of 'words') which drive the human body and all it does from birth to death..now revised estimates are there are only about 25,000 active genes (~2% only of the DNA!!!!) all of which havent even been catalogued yet!...the rest of the DNA no one still knows what's it all about...and shrinking the number of active genes correspondingly increases the already mind boggling complexity of conditions and dependencies around permutations and combinations required to generate the 2 - 10 million specifc and unique proteins!

Human Genome Project got us this book...There is now ongoing a Human Proteome Project which is undertaking the mammoth task of just identifying and calaloguing this immense number of proteins.. Once this is complete will we get to the real task of observing how these interact, then how these get made, then the source and finally mapping to specific genes...which is several several decades away despite a global effort.

So if the villian could simply read the DNA and figure out the superhuman DNA, he already had the capability to create the superhuman DNA from scratch...coz the implication was he had the expertise to understand how Rudra's DNA was qualifiably superhero material..ergo all of the above...😛

I do realize that all of the above is too complex to put in a hindi serial format...

But, a better 'authentic' way would have been to show cell activity in a live blood sample...like how it is depicted in the classy Vampire movies (Blade, Underworld...not the pansy and gay Twilight.😉) ...similar cells in a blood sample with super metabolic activity, regenerative powers or strength could clearly show this blood is different and therefore a superhero type..Would have been a way to show cool special effects too..
