See after reading all the theories so far, yet another new theory has come to my mind this morning! See if you like it!
MY NEW THEORY: KAJU CLEVERLY USES RAJU AS "DEV"!
See, so far no one knows of the existence of this humshakal of Dev, except Kaajjal, who got that phone call from that truck driver. Now let us assume that Kaajjal will therefore try to convince NT/Uncle again, but when they vehemently scold her, she will run away secretly and go that village to track down this guy!
At first she may think its Dev pretending to be in disguise and pretending not to recognise Kaajjal. But when she slowly sees the reality, that he has long been living in his native village already having a girlfriend Chameli of many years etc and his mannerisms etc are all so different from Dev, she may get the idea finally that he is telling the truth - and he is not Dev but a very close humshakal.
Besides now she cannot return to the families or they will tear her apart. Both the families already think she is raving mad - so she may be tempted not to say anything to the families about this Raju yet ... or may be afraid to even return home yet!
Also she will know that both Dev's family and her own family will actually now start actively opposing her every attempt to find Dev. We already know how anti-Kaajjal Dev's family is becoming, and she may believe even Bua and Uncle may now become extremely strict with her movements! They may even think she has to have psychiatric treatment! She knows that they will not allow her to put out any more ads or Dev's photo in the papers or search for him ever again etc.
So Kaajjal has to find some urgent way to buy time to find her real Dev ... without the two families trying their best to "stop her madness"!
Now Kaajjal may pray desperately to Ganu Bhaiyya: "Please God, if Raju is not Dev, what shall I do? Show me the way to get to my real Dev! Where is he? Help me to find him! Give me a plan, so that both families may allow me to continue searching for him! And give me your help with this whole matter!"
So then Ganu Bhaiyya may give her a sudden idea ... the idea will be that Kaajjal herself can ask this Raju guy to go back with her to Mumbai, and impersonate Dev for some time till she finds the real Dev. That way she can buy time to find her real Dev, and also get back her job, so that she can cleverly use her radio programmes in a secret way to find the real Dev (for example, by setting up some "treasure hunt" sort of clues game on radio by which the public can help her search!)
So with this idea in mind, Kaju may tell her full love story to this Raju and his girlfriend and ask them for his help for this plan.
At first this Raju guy, being a conman and money minded, may not agree without asking for huge money ... but his girlfriend may have a soft spot for Kaju's sincere love story. So she may convince Raju to help Kaju, and say to Kaju "Don't worry, my Raju and I will help you to find your true love Dev. Meanwhile let Raju go back to the city and live as Dev. While my Raju is in the city helping you, I will also help you by trying to do my small jasoosi to see what could have happened to your real Dev ..."
So thus Kaju may actually get a support team of Raju and his girfriend.
Kaju will then make Raju go back with her to Dev's house and live there. They will both come to Dev's house, but as we know only NT and Ameesha and Nandini and Panna may be there as Veer and Karan may have gone to Nasik for immersing the ashes of Dev!
Raju will pretend that he escaped in the accident, but lost his full memory and that he is hallucinating that he is a villager tapori called Raju! But he can also pretend that due to his deep love for Kaajjal earlier, only the memory of his love of Kaajal remains from his previous memory ... so he may insist on spending lots of time with Kaajjal and having her near him always to help him regain his memory!
Now the family of Dev will be stunned and appalled at all this. They cannot argue anymore with Kaajjal that Dev is dead - because he has come back alive. NT may be so happy to see her dead son is actually alive ... NT herself will then request Kaajjal to stay in their house till Dev gets back his full memory - since Dev is insisting to have his Kaajjal near him who is the only person from the past he remembers!
Bua and Uncle will also have to agree to this plan as their doubts are cleared about Kaajjal's madness when she actually brings back "Dev" alive!
When Veer and Karan return, Karan will be forced to give back Kaajjal's job at Radio City.
Thus both the families - and the whole society - will not suspect Dev's behavior and will now begin to accept that Dev is alive, but with memory loss and fantasy hallucinations of being a villager!
But obviously Ameesha and her accomplices (Karan? Veer? Sid Baba?) may be aghast at this unexpected development as this will threaten their inheritance plans. They may have suspicions but they cannot voice it as this strange behaviour of Raju can also be really due to accident/murder trauma!
So they will now start plotting again and trying to bump off this Raju somehow, but they will find it difficult because this new "Dev" is now suddenly become "extremely smart" and is managing to outwit them by his own clever chaals (because Raju is after all a clever conman, and ruthless, unlike our real Dev!) ... plus they have the additional irritation that Kaajjal is also living under the same roof spying on their moves!
Kaju and Raju living in that house may thus get lots of clues as to what is really happening in this family, about the inheritance, about the mahadasha being fake etc etc. They will be able to find out all this and they will also pass on any useful hints to Chameli - so that she can try to use any information to track down the Sid baba or the real Dev's whereabouts ...
Meanwhile there may be scenes where Kaju and Raju have even occasionally have to pretend to be lovey-dovey and romantic so that the family doesn't get suspicious ...
Kaju will now begin to use the radio programmes cleverly to track down the real Dev without anybody knowing that she is doing this etc. She may also pass hints and clues to Chameli for her to track down such as the whereabouts and truth about this Sid baba etc. Chameli may use her friendly truck-driver networks to track down this Sid baba!
Meanwhile it may be that the real Dev may have escaped Ameesha's murderous goons, and is in a deep coma somewhere, and maybe someone (a helpful small doctor?) is helping him to regain his health ... but the real Dev too may be having a genuine memory loss and very severe trauma caused by the kidnap and near murder ...
... this small doctor unfortunately may not even have seen the newspaper with Dev's missing photo or heard the radio so he won't have a clue as to how to help his patient ... but he may have preserved the locket of Kaju in Dev's pocket at the time of rescue.
However, since Dev is in such deep convulsions and trauma, he may not think it fit to show him any past memory-triggers as he may go into some fits and stop breathing and all!
However as Dev gains health gradually, the doctor may then help Dev regain his full memory by showing him the locket that was found in his pocket at the time of his rescue by the doctor ... Dev will then get full flashbacks of his real life and then tell the doctor who he really is and say he wants to now go back home.
Dev also will not know that ads were put in his absence etc., so blissfully unaware of all that is happening at his house he will suddenly one day re-appear on the doorstep as the real Dev!
Now there will be total hungama ... two Dev's in one house!
But in this situation the full "bhanda-phod" will happen. The family will know that Kaajjal planted this humshakal ... but they cannot again argue because even though that plan was done, the real real Dev is also back.
But however, Kaajjal and Raju meanwhile will have all the proof they need to expose the criminals in the family! They will be able to tell the real Dev/NT all the jasoosi they discovered in that house - about the wicked murder plans, the mahadasha fraud etc etc, and about the fraud Sid baba ...
So then Raju will say a fond farewell, and Dev will thank him for helping his love Kaajjal. A very emotional dialogue may happen between these two humshakals about how fate had brought them together. Dev will return Raju's favour by giving him and Chameli a big investment - to help them open a huge dhaba-chain-cum-trucking-service spread across several towns and villages across the state.
Raju will return happy with his girlfriend to the village ... and Dev-Kajjal will be united with NT's blessing ... while the enemies are all exposed!
