That's because she's set herself the impossible threshold that unless everybody she knows is happy, she won't be. Since that 'everybody' includes people who hate her, such as Sushma and Padma, it ensures that such times would be never, since Jyoti being happy causes heartburn for Sushma and Padma, and their suffering in turn causes Jyoti to feel awful. And of course, when those 2 are happy, it's at any setbacks to Jyoti, such as Sudha being arrested, which obviously cannot make Jyoti any happy.

A perfect illustration of that was in the Diwali episode, where everybody is enjoying, and Jyoti alone is grieving at Sushma's plight. Let it go - if the shoe was on the other foot, she'd be wiping the floors with you on the occasion. Ultimately, all this grief could end up killing Jyoti - if any illness strikes her, and she doesn't have a strong will to live, she won't. For the sake of her family (Vashisths, not Sharmas), if not her own, she needs to enjoy events when they are going her way, regardless of who's unhappy about it.
