My take on this is:

"Had he not seen Atifa's luring half-naked form before she being presented in D-E-K, Jalal would not have paid attention to this lady. He let them in only after seeing Atifa's face in D-E-K. If it were the first time he saw her directly in D-E-K, he would not have allowed her into palace at all. Had he sent them all to some refugee camp outside palace, how will MA achieve her target? Hamam entry of Atifa is the bait to catch Jalal's attention, according to MA 😆
