Sorry Jameelah -- I will sound like I am teaching. Here is the problem with "CURBS" like what you said "decency" -- who decides what is decent? Is there a book, a code, a program that we can implement?
I say Shit -- that is indecent for my Mom and Dad, they slap me upside my head when I use that word. But I also say F*, M* ... the whole vocabulary from the Def Comedy Jam on HBO when they are not looking. But none of my buds complain!
So, when you start setting these ARBITRARY standards like "criticism has to be constructive" or "language has to be decent" you are automatically curbing people's right of expression.
That is FUNDAMENTALLY WRONG. I think you live in the UK -- look for something that is parallel to the 1st Amendment in the US -- we have the right to say what we want. If someone has a problem with what we say -- they can directly take us to court -- no intermediary medium has the right to impose such curbs.
On the Web -- it is the right to expression -- look it up.
