I think Shebaz's plan is to overthrown Seher Qazi. He was the one that incite the board against Kabeer..I think with the idea it will cause fraction in the board. And ultimately fighting between sheer qazi and caber. Creating 2 fractions and Kabeer getting the support of the men and more radical thinking community. This will creat problems for Kabeer and Zara leading very close to talaq.
