According to Kashmir Shaivism, the highest form of Kali is Goddess Kalsankarshini.

She is 13th form of Kali, much above Samhar Kali. She is pure consciousness. Appears as Flame above the Secretive form of Kali. This flame can consume anything as per Her nature. She creates, nurtures, destroys.

She is The Universal Surgeon. An Expert in Her craft. Her Sadhak worships Her for liberation.
