According to Tripura Rahasya, Devi Tripura Sundari existed before Universe began. Hence the question was for Her.

Devi Durga appeared from combined energies of All Devas & Tridev, to kill Mahishasur.

After killing Mahishasura, Devi Durga, went to Vindhyachal mount, to rest. She is still present there as Vindhya vasini.

The four legs of her throne shivaakara , denote Brahma , Vishu, Mahadev and Dharma .
