Nice concept though it does confine you a bit.

Does the story need to lead to a proposal ie. the proposal has to be a big part of it?

It could be a flashback of a proposal or anything like that? As long as there is a proposal on New Years included.

I don't understand? Could you elaborate? If you're asking if you could use a particular scene or the storyline of a book.. then it's a no because that's plagiarism?

Yes, you could write it however you like as long as a proposal on New Years is included.
