Difference between Lord Shiva and Rudra?

Many people say that Rudra and Shiva are different, and Lord Shiva's wikipedia page has a line saying " Shiva as we know him today shares features with the Vedic god Rudra"

I always thought that Rudra is a form of Lord shiva when he is angry but this has created a confusion.

Is Rudra another god?
