Brhmaji told Indra, Vritra was durachari, killing him was necessary. Rishi Dadhichi willingly gave up his body, but when he touced the Vajra made by his bones, he became sinner of part Brhma-hatya, not purna because rishi Dadhichi was jeevan-mukta. That's why Indra has to undergo all the purifying acts.

Jagdama is Adya Shakti, Parashakti. Paravti is her form who is visible & approchable.
