It's a broad problem , needs a thorough study of geo-political arrangement of N-E, hinterland but since we are aiming for something general , I will indulge with my bits here:-

Coordinated action by the Union government and all the affected states the Maoist challenge could be a good start. Unfortunately for that we need to establish consensus and genuine will among the state govts. Also break the tacit alliance of the Maoists with some political parties which tend to romanticize the situation for the usual vote bank politics. Follow it up with overhauls in local policing , the usual need for economic -social development.

the stats above seem to be internally inconsistent. Notice how most states increased by more than .8%, yet they report average increasing by only 0.8%. The one state that shows any decline is a state with like 1 person. Looks like some strange math they cooked up.😆

i think we should ban all fairy tale books after kindergarten. That one simple rule would make a lot of religions practically defunct, and put the entire problem of who's procreating like bunny rabbits and who's not, just go away.😆 It's what the Chinese do and they are better off for it. Adults being taught stuff like folks walking on water and parting seas, or having fairies whisper gospel truths in the ear, if these stories will not make someone go nuts, what will? In a way, Hinduism does not need those tales for survival since there is so much more to it than tall tales, but it will sure put the aggressive religions or sects that require blind unscientific allegiance to them out of business.

Ideally religion and state matters should remain separate in a secular country.

Hmmm--- Belief in one time final judgement doesnt give much scope for redemption unlike innumerable opportunities in an ongoing karma belief.

There's nothing to check. It's just Birdie being Birdie.

Your post listed 10 states. India has 29 states and 6 union territories, plus Delhi.

Total population of Assam, Uttarakhand , Kerala, West Bengal, Goa, J&K, Meghalaya, Odisha and Arunachal is less than 20% of the total population of India so an increase in percentage points in these states wouldn't make much difference at the national level. The real populous states are not mentioned in your report.

i dont think other secular countries have been too successful dealing with their minorities either. Look at France recently, UK a few years back. The problem with them, as with India, is lack of clarity in how to deal with minorities. They are soft bleeding heart liberal states and have been overly welcoming towards minorities. Germany for example has had demonstrations against those who would curtail immigration of minorities from other countries, as if these immigrants have anything to contribute. How whacked up!

about the only "secular" countries that have "done it" well in the past few years are the US and Australia. They have a no-nonsense attitude towards minorities. Minorities can adapt to their new country or leave, as the aussies would say.These countries also haven't had the nehru-gandhi and triple-yadav combo that we've had that gave "sheh" to minorities. If you dont see minorities acting boisterous in, say, america it is because they know they will get run out by the feds if they misbehaved. No apologists in the US, or at least not as many as in India..
