This is news to me - I didn’t know government did not control the sports associations. I did know BCCI is not government controlled but assumed the state associations come under the control of the respective state governments since they do contribute revenue to the government ( they do right? )

Yes. Where the ownership of stadium is under state association, Govt rents it. Recent example is the Coldplay concert. GCA (Gujarat Cricket Association) must have got a huge sum of money by the organzisers to use it. Then the organzisers would have requested the govt for proper permission and security management etc.
There is a reverse case scenario too. Bcci also rents some stadiums which are owned by Govt. Like the Moin-ul-Haq stadium in Patna.
Basically this is all paper work legal stuff needed behind the scenes. In front everything works smooth.
