Nope. Sunil Shetty was one of biggest stars in 90s. Usually in top 5 or 6 when Saif was NOWHERE as a main lead. He was famous for his action films.
I am amused how people judge him based on post 2000 record and ignore his solo hits like Gopi Kishen, Krishna, Rakshak, Vinashak, Sapoot, Bhai in 90s. Among masses and in single screen theatres his action films enjoyed good popularity.
If he was not commercially viable as an action hero he would not be chosen for Border, Mohra, Waqt Hamara Hai either.
He faded only after 2001 when his action films did not do well and even comedies like Hera Pheri flopped. He shifted to business ventures then and became a successful entrepreneur, restaurateur. In last few years he has done films only sporadically to fund his business ventures.
Just because he did not market himself nor upgraded his acting skills it does not mean he was not a viable star in 90s. He had MORE solo hits than Saif had in 90s. And was bigger star than Saif in 90s.
He matched Akshay and Sunny in each scene of Border, Mohra and Waqt Hamara Hai unlike Saif who was a funny sidekick to Akshay in Main Khiladi tu Anari.
I find it laughable how post 2000s audience passes judgement on past actors without bothering to update themselves on the reality of any era.
Saif was never a bankable star. No solo hits except perhaps Hum Tum. His doing films now does not mean he was a bigger star than Sunil.
@bold, none of these films were solo Hits. None of them!

Saif has Hum Tum, Salaam Namaste, Love Aaj Kal, Cocktail and Race. All clean Hits.
