It is a sexy garment. As is a sari that emphasizes a woman's butt, as is a cocktail dress, as is a sexy evening gown that emphasizes a woman's hourglass figure.

People will find it hot, and its a music video, so I'm pretty sure that is what they are going for mate 😆 Hence, what she's wearing WILL titillate.

I dont know why you're dragging women empowerment into it, but yeah, I think a woman has a right to look and feel sexy if she wants.

She doesn't need to titillate any specific person (she's not making this music video for a don), she knows she will titillate a number of people with what she's wearing. TO me, that's perfectly okay!
