these are just icons which are made first and then put in the signature only.. (I would do it like that) there are more other ways to do it.. but this way is most easier..

This doesn't look like a texture to to me. If I'm guessing it right, the main pictures has been cut into boxes so as to give that effect.

yeah.. i too thought the same right now..

I guess the person has made the picture smart filter and then cropped it as boxes many times and then made a grey color stroke.. and then changed the place of the boxes and vollaaa... it comes out like this... i think :/

pattern is irregular this is how I wud have done it:)
I will make the siggy add a new layer use square brush make the layer fill to zero and add a glow or stroke(the opacity has to be 100%)😛

This is how I tried it because I was just curious to know how it must have been done. 😆

1) Once your signature is ready, duplicate the layer.

2) Select the area (subject) you do not want that boxes over by using one of the selection tools you're comfortable with, preferably quick selection tool.

3) Once that area is selected, click on the right click button and select 'select inverse' from the drop down menu.

4) Select the rectangular marquee tool and draw rectangles horizontally, continue drawing as many as rectangles you want over the selected area while holding down the shift button as you continue drawing rectangles one after the other.

5) Delete the selected parts and then set the duplicated layer to 'divide' mode.

6) I repeat the step 4 and this time draw the rectangles vertically.

7) Now, place a color fill layer (I used white color) between the original layer and the duplicated layer.

8) Finally, you can merge all the layers. If you want to add more effects, duplicate the layer and add filters or stroke or whatever you feel like.

PS I think the technique Fleurdelice suggested is so much more easier and time saving though.
