You can't do GIF's with using Smart Filter on any PS CS6 downloadable Version. For that, you would Need to buy the full Version on their page. I would suggest you to download the PS CS5 link given by me on the first page for doing GIF's.It will definitely work there.

You can't do that on PS CS5 for sure, I am always saving the GIF and upload it again on PS then it Comes as Frames/layers.

There is definitely texture used.. do you see the shadowish background? that must be a texture.
