Think the above one used texture for circle..You can also use circle brushes!

Putting a picture in a circle is so easy. You can do it in two way
First take a balack circle, without background and then on top of it add the picture that you want to put in the circle. You should have two layers now
The bottom one the circle and the top one the picture.
Now with the picture layer selected go to, layers and select the option create a clipping mask.
U can adjust the picture layer and the circle layer accordling to your taste once done marge together. And drag the picture on the banner.


Second way. Use the circle shape tool
As default there is a rectangle with the right click select the
Circle shape. Then do a circle on the picture and click on refine adges.
The button appears on the right side of the bar that appears on after selecting the shape tool
