The channel aired the promo, if it didn't approve of it, it wouldn't have aired at all. And Suraj was used in promoting the leap, so the channel knew he was coming back, they have to approve the names that get payed, and they have to approve the track, they know the outline of the whole track and they knew Suraj would return.
It isn't that Suraj wasn't wanted, if they didn't want Suraj at all they would've killed him off before the leap. There is no point in showing Chakor married if they don't show her husband. It's just that they expected a big TRP boost from Anjor that they didn't get. I think the channel wanted focus on Anjor and Sukor were going to be used in the first track to link USK with UAK. Afterwards they were either going to keep Suraj as a minor character or kill him off. Suraj's role would've been reduced but he was going to be part of the current track. But Anjor didn't increase TRPs and it became clear that the story needed to keep the focus on Sukor to keep the viewers interested. The channel had two options either cancel the show or shift the focus back to Sukor, they chose the former.
Another factor is maybe Colors was disappointed in the second week TRP because it promoted Chakor-Anjor meeting, they forgot to factor in the effect of Saturday special. Judging by IMMJ's TRPs, Without the Saturday special Udaan would've got 4600-4700 and it actually had a big drop in the jail drama week.
