The point being it was a time when art cinema and commercial cinema had not found a healthy balance the way they have today. Romantic roles and musicals were the some of the most meaty roles a lot of commercial actresses could get. Still Kajol did try to got out of the box to the extent that she could with Gupt and Dushman. Even if you looks at some of Madhuri's most memorable films they were romantic musicals like Beta, Dil, HAHK, DTPH and Ram Lakhan she was the romantic angle only. So can't single out Kajol. Yes, the three you mentioned really made an effort to go out of the box with limited opportunities. But none received a whole lot of commercial success that was a compromise they made because they had different ambitions.
