I think Rafi plays no less a role in kuhu kuhu bole koyaliya. He has a clean voice as compared to Ghantasala, meaning no nasal tones, no mannerisms, affectations etc.

There have been many examples of a composer composing a song in regional language first and then using the same tune for Hindi song. It is the same composer using his own tune for the same song in other language so it is not lifting. Bengali composers have done this very routinely. Many of Salil Chaudhary's songs were first composed in Bengali and their Hindi versions came later on. And for most of these songs, Hindi versions stole all the limelight and very few outside of Bengal knew of the Bengali original. So this is not new.
