If Tejawat is still around, that is likely. Nevertheless, Rudra would have made other enemies who will target his family. My doubt is why does she need a bodyguard when she is a politician's niece who lives in another country. Do all relatives of politicians have security?

Yeah. immediate relatives do get security. The level of security varies. But since she is directly related to a minister, she SHOULD be getting security.
