When she sees him at the temple where she was praying for direction, she believes that bholenath is guiding her towards Rudra.

Yes, you're right. It's not an arranged marriage at all since she is proposing herself. I am not saying it's an arranged marriage either...what I meant was being in love isn't a must for someone like Paro. I was speaking generally. I am afraid you misunderstood my point too. 😳

Paro still isn't consciously aware of the fact that she has fallen for him...at least we haven't seen it yet. In order to propose, she has to come to some sort of realization...where she understands she has fallen for him...or that this is Bholenath's will.

What I am saying is that these could be her thoughts before proposing...maybe she would draw this conclusion and make up her mind to marry Rudra.
