While it's a bit tough to imagine Paro being bold enough to propose marriage to Rudra your explanation of her thought process makes a lot of sense.

The only issue is that she does not seem to have realized that she is actually in love.. Right now she is more anxious to set things right between them.. So it seems like too early for her to take this step voluntarily.
