I am not disappointed in the serial as much as I am disappointed in me, why do I nurse such expectations? But, this is hardly a well researched drama in the ilk of say Homeland or House of Cards, both of which are eerily similar to real life happenings in CIA and Congress respectively.

To the kostin of Rudra being honorable - it depends on his social and military conditioning. What he has been taught and brainwashed to believe. He thinks he is hold the torch for honor, while as civilians we see human rights violations.

I don't think Rudra's actions are honorable - my personal opinion. But when one deals with terrorist suspects and traitors, as he seems to believe Paro is, armed forces of any country is known to use emotional tactics. Guantanamo, anyone?
