Everything you wrote above is correct, except for the part about Uttarkand. In Valmiki, Uttarkand is kanda 7.

In Tulsidas, there is an Uttarkand, but that delves into the story of kagbhushandi narrating the Ramayan to Garuda. It does not cover Luv-Kush. In the appendix, there is a Luv-Kush Kand, which describes Sita's exile, Luv-Kush's battle with Rama's army, et al. (Incidentally, this seems to be where the phrase 'Luv-Kush' started: Valmiki always referred to them as Kush-Luv since Kush was elder, and that's a convention I consciously try and follow)

Also, in Valmiki's Uttarkand, the entire history of Ravan is narrated to Rama by rishis visiting him - in fact, the first half of Uttarkand is just that. In it, you'll find out about Shurpanakha's hubby being killed by Ravan, as depicted accurately in this serial.

Valmiki wrote the Uttarkand, and there, the only references to Kush & Luv are
1. Their birth on the night Shatrughan rested there
2. Their singing the Ramayan at Rama's yagna

No mention of their intercepting the Ashwamedha horse, which Lakshman, not Shatrughan, escorted. Instead, when Valmiki got the invitation to go to the yagna, he went, taking the 2 with him. There, they stayed in a hut made of leaves and twigs, and ate only what the yagna distributed to the public.

Tulsidas Luv-Kush kand is what has the account of their battle with Rama's army, and note that there, there is no account of their singing in Rama's yagna.

Re whether Valmiki had written the Uttarkand or not, there is a school of thought that claims that he didn't. I don't know what's the basis and foundation of such a claim: seems to me it would at least be more credible than any translation of the Ramayan into vernacular languages that came down the pike as late as the 17th century.
