I would say theory is prob correct since Anga was ruled by Suryavanshi kings, and Athirath was Suryavanshi descendant of same Anga kings.

No Anga was ruled by Chandravanshi. They were also Yayati descendants. The three brothers had found the kingdoms of Anga Banga and Kalinga and had promised each other that they would always stand by side of each other. Hence all these three kingdoms always supported each other in ancient prehistoric India/mythology

So by adoption Karna was cousins with kourava and pandavas
Anga as well as its neighbours all were Puru lineage chandravanshi by neighbours I mean Vanga Pundra Suhma Magadha Utkala Kalinga
The nearest suryavanshi neighbours to Anga were Kasi Kosala and Karusha and Malava with at least 1 kingdom in between Anga and these suryavanshi kingdoms.
Dasrath was friends with Romapada Puru a chandravanshi.
If Surya was a prince from suryavanshi kingdom the only viable option is Kasi/Kosala or Karusha.
I think Karusha is a better option. Her sister married into Karusha royal family and was the queen there. If that sister was a few years older could be a relative who had the access and opportunity to impregnate Kunti

@Bold that would 10th cousin or so and therefore not a cousin for any practical purpose. HV in itself mentions around 10 generations of Anga royalty starting from Rompada (translation in English has mentioned Dashrath in place of Rompada I guess that's why people get confused that Anga was Suryavanshi)
And Romapada himself wasn't the founder of Anga and therefore they would have separated from Hastinapur lineage even before
P.S. do you think Adhirath was the king of Anga? Or was he a brother/first cousin of the king of Anga

I have read somewhere that Pritha was the eldest child of Shura. Shura promised to childless Kuntibhoja that he will give his eldest child to Kuntibhoja for adoption. So Pritha, the eldest child of Shura, was adopted by Kuntibhoja and renamed Kunti.
Then Kunti is the eldest daughter of Shura and eldest daughter of Kuntibhoja as well. But if the sister you mentioned is a cousin sister then she can be older to Kunti.
Could Karna not be the biological son Durwasa Rishi himself?
With Parashar Muni Matasyagandha/Satyavati relation we know that Rishi sewa included that Sewa as well
