This is a mythological show, where there is importance of Shahstra. It is written in Shashtra that due to the curse ketki flower should not ne offered to Mahadev, if you do so the Murti will become Khandit.
Really we cannot offer that flower to Mahadev. Because I think I have offered the flower to Mahadev. But my heart knows only love for God and each offering made to God is from heart. Actually I dont think any of the offering can make God angry.

Is it really so that we can not offer that flower to Mahadev?

yes it is actually banned since it's written in shiv puran that it lied to shiv which is why it is not allowed

The story is also the legend of Mahakaleshwar. It goes as:

Once Brahma and Vishnu were arguing about who was the greater of them. To settle this Shiva manifested before them in his endless Mahakaleshwar (Lord of Time) form and challenged them to find the end to this form. Whoever found the end first would be called the greater.

Hearing this, Vishnu descended trying to find his feet while Brahma soared up to find his head. Both of them went a long way but could find neither head or tail of the form. Brahma, in a desperate bid to win the challenge, blackmailed the ketaki flower (by threatening to curse it) resting (then) on all Shiva Lingams into lying to Shiva that Brahma had found the head of the endless form.

Knowing both were lying, Shiva cursed both that Brahma would not be worshipped on the Earth and the ketaki flower would not be used in any devotional activity.

Vishnu on the other hand, accepted his defeat and submitted to this supreme form of Shiva and was thus hailed.
