Krishna uses the one who wants to take advantage of love to reach the one he loves. The very same principle of narayani sena or narayan without weapon. He doesn't a physical weapon to fight this world. His only weapon is love. That's why he stops those people trying to break matki with his flute. He searches that person who uses their power to help others,though it looks he is helping the one who is using their power to cause trouble to others. Why the trouble. It is to show the difference of the one who wants to take advantage of love and one who wants to help with pure heart with no intention of getting anything in return. Kamsa wanted to know who is the boy who is destined to kill him. But his yajna is stopped midway because of broken pot. Kamsa orders banishment of all potters of barsana which gives radha an opportunity to fight for them and Krishna to reach her. Krishna knew both kamsa and radha. When he reaches radha he revels himself to kamsa. It is like telling I am allowing you to take advantage of my love. Swayam bhagvan kams ko prem ka labh uthane deta hai. Same way he allows duryodhan also take advantage of love. Because he knew arjun will only chose him. But we all know what happened to those who took advantage of love and to those who loved in true sense. Everyone is searching for krishna. But are you among those who is searched by Krishna.
