Neither of the Pandavas' wives came to Hastinapura because of different reasons. Bhima's wife Hidimbi was a rakshasi so she could not reside happily in a kingdom full of humans. The reason Uloopi didn't go w/ Arjun was that he left her - he very reluctantly married her, and after that one night stand, he left her. So Uloopi later joined Chitrangada and helped raise both Iravana & Babruvahana.
Chitravahana only put to Arjun the condition that Chitrangada's son should succeed him in Manipura - he said nothing about where Chitrangada may live. Chitrangada lived in Manipura to raise her son, and was w/ him when he became king. Since the Pandavas were in exile, there was no question of her going to Indraprastha.
When Nakul married Karenamati, she lived in Indraprastha: this is known b'cos when the Pandavas went into exile, Dhrishtadyumna & Dhrishtaketu visited them, and Dhristaketu took Karenamati w/ him back to Chedi, while Dhrishtadyumna left w/ Draupadis' sons. So obviously, the other wives lived in Indraprastha when it was feasable.
In fact, after the war and the Pandava Ashwamedha yagna, when Arjun was reconciled w/ Uloopi due to her saving him from the Vasus curse, Uloopi & Chitrangada not only accompanied Babruvahana to the yagna, but after the yagna, while Babruvahana returned to Manipura, both Uloopi & Chitrangada remained w/ Arjun. Only when the Pandavas retired, their womenfolk, except Draupadi, chose to stay w/ Subhadra in Indraprastha, while Uloopi returned to her watery kingdom, while Chitrangada returned to Babruvahana.
Hidimba was the only exception, and that was b'cos being a rakshashi, she wasn't allowed to live in the Pandava kingdom. Although I've wondered - if a vamp like Gandhari could live w/ them, why not Hidimba?
