Was who will go in heaven or hell predecided?

I know Bigg boss gave Andy and Tanisha the responsibility of so called "deciding" but if you looked closely, everyone who went to heaven was wearing white while everyone who went to hell was wearing black or red. To me it looks predecided and that everyone knew what house they'll go into...that way shilpa's tears seem so fake. opinions?
