I agree that such affairs are extremely uncommon in Islam. You would think that since Ghaffur Sahib goes around pretending like he's God's gift to mankind, he wouldn't have such a sin on his hands.
That being said, he can't just have two wives. When people get married, they have to sign a Nikaahnama. Along with mehr and the right to divorce, the girl is also asked if she would allow her husband to have multiple wives. Explicit permission is required. I'm assuming that Razia said no.
