Actually if the case was registered first in his P.S. he's the only one authorized to arrest Manan. Manan is the one who registered a false case against the duo in his P.S. so he needs to close that case. This case would take precedence over all other cases filed against Manan. It is always the chronology of complaints filed that is followed in case of multiple cases againsta a person. The Inspector would have to take permission from the local P.S. - but he is the one who would be required to take his team and make that arrest. To stretch the point a little bit more - it could also be the reason that Adi/Pankhuri were delayed since they needed the Inspector to accompany them.
