But today was an exception. Lily—Columbia-returned, American-accented, perky (and with perky assets, of course)—had called in sick. And since this was no ordinary C-grade celeb but the once-God of the silver screen who'd agreed to comment on the Kasab execution, I'd had to cover for her.

I think the biggest clue is in the bold part. There are very few Bollywood actors whose political opinion really matters and Amitabh Bachchan is one of them. There were quite a few articles on Bachchan's view about the execution. So, I think it is him and he does seem lil tharki!
