20.09.10 - Arjun Patnayak is shot in the leg by Inspector Chowgule (IC) in an old building. IC then shoots him on the forehead.
05.10.10 –A police enquiry takes placed into the killing. IC tells the enquiry panel that he killed Arjun in self defence. Panel accepts his version and the enquiry is closed.
Arjun's mother Madhavi tells her son Saurabh that she does not believe that Arjun tried to kill a police inspector. She accepts that Arjun was a rogue but says he was not a criminal. She decides to find out the truth. She goes to police station to file an enquiry under Right to Information Act. IC meets her and tells her that he is extremely sorry for the unfortunate incident but that he acted in self defence. She files the application and a month later gets a report. The report says that Arjun was a rogue and only has details of complaints filed against Arjun. There is no mention of the encounter. Both of them visit Preetha who had filed a report against Arjun. Preetha tells them that Arjun had visited her house on 8th August looking for her brother. She got worried that Arjun may harm her brother and hence filed a complaint against him the same day. Next day IC had arrested Arjun and his friend and, beaten them mercilessly despite Preetha's request to stop the same.
Madhavi meets Police Commissioner (PC) with information gathered from Preetha but he maintains that IC had to kill Arjun in self defence and that the enquiry in the matter is closed. In next 2 months, Madhavi files repeated RTI applications and collects details of all the cases against Arjun and also IC's deposition before the enquiry panel. She and Saurabh visit the dilapidated building in Chembur where Arjun was killed to find some evidence. She sprains her foot there and meets a doctor. She shows photograph of Arjun's leg injury to the doctor and asks whether it could have been possible for Arjun to walk with the injury. Doctor tells her that it would not have been possible for Arjun to take even a single step let alone try to kill IC. Madhavi and Arjun meet a forensic expert to confirm the same. Forensic Expert sees the pictures, confirms the same, looks at the bullet wound and tells them that Arjun was perhaps killed deliberately.
Madhavi meets PC and asks him why IC went to arrest Arjun when case against him was already in the court. PC calls IC and asks him to respond to a show cause notice in two weeks. Matter keeps getting postponed. Madhavi and Saurabh meet Arjun's friend Bhaskar. Bhaskar tells them that on 8th August IC arrested them and kept beating them. He and Arjun sought apology for threatening Kunal but IC continued beating in the name of duty. He then took them to court and judge sent them to jail. After coming out from jail, Arjun was rusticated from college. He also lost his job and had to hear taunts from his family. He became bitter and held IC responsible for this turn of events. Arjun went to Police Station one day to tell IC how he ruined his life but IC refused to accept his mistake. Arjun started insulting IC whenever he met him. On 20th September, IC caught Arjun and took him to the Chembur building and shot him. While Madhavi and Saurabh are at Bhaskar's hime, Inspector Mhatre comes to arrest Madhavi saying that IC has filed a defamation complaint against her. In Poice Station IC threatens Madhavi to stop pursuing the case. Preetha comes to the Police Station to file a complaint against IC. She tells Madhavi that IC is forcing her to file a backdated FIR against Arjun saying that Arjun was harassing her after getting bail. Madhavi gets bail and goes to PC with Preetha. PC apologises for not believing her earlier and says that he will hold another enquiry. Madhavi says she does not want an enquiry and she wants IC to be taken to court and tried for murder. PC says that court will ask for motive behind murder and that court will not believe that IC killed Arjun in rage. He says the only way is for IC to accepts his guilt. He calls for Inspector Mhatre and IC. When IC enters PC's office, he sees Inspector Mhatre hand cuffed. PC tells IC that Inspector Mhatre has confessed that they murdered Arjun. IC tries to run away but is caught. He confesses that he took Arjun to Chembur building, killed him and then set up the scene of crime to make it look like an encounter.
Final thoughts –Madhavi had never entered a police station but she fought the system with the help of RTI to get her son justice. There are many encounters that are genuine but many are fake too.
