While that particular attack (with the Amogh Shakti) wasn't aimed at Nandi, remember that Tarakasur did instruct his soldiers to kill all those who come between them and the devas. So he was ready to kill Nandi and he actually told his men to attack and kill him and anyone who tries to stop them. So he could be blamed for intent to kill Nandi (not with the Amogh Shakti but with the attack on the devas in general).
