I think within everything that was going on it makes sense.

Kesar's parents,gulaal,sudha,talli herself,dushyant everyone wants him to get married to talli and is bugging him continuously.. and after seeing talli ka bada dil for him he must have felt sympathy for her and would have uttered these words...but he did make his point that he wont be able to love her...so yeah galti maine kesar ki maaf kar di😳

In actuality, he used that as a way to make Sudha and Talli see reason. Except, Talli already does see reason. It's Sudha that needs to see reason. Talli though she's angry knows and understands. Sudha, I don't think even this would get to her. After all, she still blames Gulaal and her broken promise.🤢

Even if Talli knows this though, hearing it straight from Kesar also makes an impact..

It was Kesar's way of arguing a point. Nothing more. Nothing less.

I think the reason why he told Talli he would marry her if she wanted it that way was because all around him are giving him a guilt-complex. He loves Gulaal but feels guilty whenever he sees Talli in that condition. He is a totally confused young man at this stage.
