I think they need to keep Abhishek and Uday and can bring in the new "bad guys"

At least it'll seem like an actual sequel

Dhoom was much much better than Dhoom 2. Eventhough I loved Hrithik in D2, the story was more interesting in Dhoom. Hopefully, they;ll bring in some new faces in D3 :)
