You are very correct when you say Pa is the Samvadi. Because of the S/P rule, Sa is the Vadi.

Here is the aroha of Raga Basant and the avaroha as well:

'N S G M d N r' S; 'S N d P d M G M G r S

Listen to the song. when Kavitaji sings "Kahe ched ched mohe", the notes in the avaroha go "S' N d P P P M G M G" with some ornamentation allowed. Notice how "ched ched" have Pa rested on here.

When she sings the next line (I don't remember lyrics 😳), G M d N (d)N (d)M (d)N. Since the notes were generally going in the up direction (i.e. aroha; it skipped the Pa.) Remember, vadi and samvadi imply the harmonical importance of a raga, as well as importance in the role of the raga. It does not mean how often the note is played.

I missed that in Aaroha the Pa is skipped. That is why I was a little confused.
I could have asked my own teacher but this gives everyone interested the answer too.
