Should India register sex offenders?

In the U.S there's a law that a sex offender must be registered . His /her offense made public . There are websites for people's neighbourhood where a citizen can log on and view the sex offenders living ih his / her locality . This is meant to keep the neighbour hood safe and make sure the sex offender is unable to repeat his crime . It is said that a thief could be rehablitated after his punishment in jail , but with a sex offender its almost impossible to break his habit to want to commit another offense again .

So if you live in XYZ neighbourhood in Indianapolis , Indiana . You can find out where does a convicted sex offender live . This way the children can be warned to keep a distance from such a neighbour . Also women would avoid making dates with such a guy or entering his house etc etc .

This is in my opinion a form of postive discrimination . This doesn't happen in India . Infact , sadly the sex crimes mostly go without being reported due to the stigma attached to it .On the other hand do you think if a sex offender has done jail time he / she should be given a chance to enter the society without being discrimnated ????????????????????

Let me tell you a personal incident : In Delhi , some 14 years ago my driver molested my maids 3 year old daughter . My maid came to me and my mom and told about what she suspected ( was obvious ......but he wasn't caught in his act ) But after she had examined her daughter's clothes she had found " certain sample" that was proof enough . Now forget reporting it to the police , sadly when we mentioned this to our dad and my brother ...........they casually responded by saying , "no way , can't happen . we have misunderstood something !! ) Since i was then a teanager i was too embarrased to even explain this proof then . My mother couldn't explain this either as she is kinda prudish where the" SEX" word is concerned . This driver continued working for a few months ......but since i hated him , i got him sacked by my dad for being cheeky and impolite with me !!! ( I delibrately complained because i wanted him out of my house ). Whats sad is that i had to use his rudeness as an excuse just to get his sacked . In the U.S he would have not just done jail time ..........but also have been registered as a sex offender .

Now over to you .
P.S - I feel so strongly about it that i can go on and on reciting true stories of child molestation that went unreported in India!! I hope i don't just blabber on 😕!

no aparna u r not blabbering.. u r absolutely right. in fact the same thought has crossed my mind many times. i totally agree with u that sex offenders have to be registerd in india esp if their crime is against a minor.

In india also have the law,but the reported cases not get the real punishment, bcos of political involvements or the accused return back the case bcos of society or fear of future like that reasons that the main prob's 😳

I agree with you Aparna, sex offenders should be registered. People should be made aware of these type of criminals. And I will use this opportunity to make many of you aware of another kind of sex offenders that has crept up with internet usage - the so called 'Cyber Stalkers' - and it is unfortunate that the Indian IT Act has no definite provisions to even punish them. But these people are a menace, and I have seen many of my friends go thru extreme mental agony and pain over it.

I believe any crime be it against a minor, male, female or otherwise should be registered and viewed with same impunity, every human being on this earth has certain right and privileges and any contravention be it physical, social or other wise be viewed as a crime and punishable.

Replying specifically to the author's point any sexual crime be registered in India, i would say yes infact the laws should be more rigorous in India and the implementing authorities should be give extra powers to bring the sexual offenders to book.

I agree with you sexual offenders are more prone to committing the same crime again if let scot free, I believe the sexual crime especially against women and minors has more to do with criminal / sick mind then anything else.

Yes making the offenders public would be of great service to public at large for it they would be cautious, infact in today Mumbai mirror there are photographs of two alleged rapists, who have alleged raped a South African model in Mumbai.

Replying to condonation to person who has served the punishment, I would say in India such a person would never be taken back in society for people would be wary, however discriminating him for the crime, for which he has been punished is not fair.

I agree with you in India, the laws are archaic and the lawyers are more interested to drag the cases for long time to fund their living, and most of the times the people who are finally convicted of crimes are small time and petty criminals, the bigwigs, rich and famous are most of the times saved from the gallows due to their socio- economic status.

I totally agree with you Aparna.

No matter what country, all sex offenders should be registered. But my concern is that many people in India still live in the "old-fashioned" manner and will out of fear and possibly threats from the molester will not report them. Also, many sex offenders don't get registered because some of them are very clever or that they change their location and the government doesn't find about this too often.

One example: In the US, Megan's Law, which is named after a small girl who was abducted, raped and murdered, is going to cross its 10-year mark soon, all sex offenders were all required to join for those 10 years I think. Once the 10 year mark is over, ALL the profiles of sex offenders will be deleted because all the sex offenders have to renew their membership again. So for a while a while, at least in the US, many won't be on the site because all sex offenders will have to register again, and I am afraid some might have a chance to strike again while they are awaiting new registration, when no one is aware of there status as a sex offender.

But I do believe a system like this should be reinforced in India, because it is better than no system to protect children against sex offenders, and since many people in India don't have computers either, the sex offenders profiles should be made public.

Aparna, I am also very sorry that a three-year-old had to go through that. That was absolutley terrible.

Of course Aparna they must be publicly named, registered and punished.

I hope there is no debate about this issue, only suggestions as to how this can be done or enforced in a country like India.

Its really hard in a country like India, People use their ration card and could very easily get away with using someone else's identification. This offender could move from one city to the other very easily and never be known. So practically speaking it is a mammoth effort.

I think more with the invasion of the electronic media we should start a channel specially for this, missing children, offenders and such where such criminals are highlighted their records shown and displayed so that people remember the faces. However with this approach there is a strong chance that similar looking people might get unecessarily victimised.
