On my Wikipedia page, there is a note "[undue weight? - discuss]" for the title... and later Wikipedia also renders some voices about the movie... the "propaganda" term isn't definite but more a reaction on different opinions coming from filmcritics and media like:
The Wire describes the movie as "a PR job for Narendra Modi including hailing demonetisation as a 'masterstroke'." It analyzes the movie's positive claims about the demonetisation by the BJP government, while ignoring "the plight of standing in queues, or the extended coverage on how the exercise was an overall failure (99.3% of the demonetised currency was found to be back in circulation, as per the Reserve Bank of India)."[49] News 24 describes Operation Dhurandhar as "purely a fiction".[50]
The Federal finds the movie to have used "the wish-fulfilment framework to play defence for the BJP in general and the Narendra Modi government in particular."[51] It further notes, "film basically says that if you belong to a political party opposed to the BJP, you are being funded by Pakistan."[51]
The Indian Express noted the film use "recent Indian events as the backbone of his storytelling, blurring the lines between fact and fiction". It notes that the film reimagines Indian politician and gangster Atiq Ahmed.[52] Dainik Bhaskar notes that the film claimed Atif Ahmed was involved in a counterfeit currency racket, which was revealed to be false on the basis of chargesheet filed by UP police. The film was also scrutinized for its incorrect timeline of events with regards to arrest of Atif Ahmed. The film portrayed an unproven claim by UP police about Atif Ahmed's involvement in weapons smuggling in connection with Laskar E Taiba and ISI as fact. The film further depicts a fictionalized account of Atif Ahmed 's relationship to Major Iqbal. [53] The Federal noted, "there is no other documentation or corroboration of this supposed Pakistani link, other than the word of the Uttar Pradesh Police."[51]
News 24 writes that the deaths of Azam Cheema, Sajid Mir, Abdul Bhuttovi, Altaf and Javed Khanani had no connection with Hamza, contrary to their depiction in the movie.[50] The character of Jameel Jamali is based on Pakistani politician Nabil Gabol. News 24 notes it "is purely fiction as well".[50]

I watched the movie it said it is a fiction in starting of the movie as disclaimer, so why this people are saying same thing again and again
Also what is this plight of standing in queues even I standed without any plight if all Jawan Fauji can die for our country we common people cant even stand in the que?

True..I stood longer in a queue at universal studios for a ride..on a hot day.
