Why can I create a new topic on a forum? I’ve tried on the Bigg Boss 18 forum and Anupama forum but no luck.

There is no restriction on creating posts/ new topics .

Please open new topic option and fill the required columns and click on “Submit .”

Do keep in mind it takes a minute or two for the new thread to upload .
Please share SS of the issue you are facing .
