As I didn't want to shoot against special persons but state something that belongs to certain power-plays, I just state, that you're right on many things about the situation in India:
1) Former governments didn't use their abilities to build a united and safe India. Some good deeds aren't sufficient in a country whose spirit got greatly damaged by colonisation (the peste onto all those who invade a country to loot it and/or to oppose the own ruling and living habits)...and the Indian subcontinent came out of the British sovereinty with an even nastier and more cruel situation.
2) The current government hadn't a serious opposition. Rahul Gandhi has neither the intelligence nor the eloquence nor a well organized party to be an opposition one would like to come into power. His own people even destroy the faith into the congress party in areas where they have the majority.
3) There are some major all-day problems, not even a far too superficial demonitization could lessen: corruption, wide-spread poverty and the greed for money/precious things, latter leading to the still demanded dowry, the possibility to buy the narrative of an incident one want and gigantic amounts of black money (honestly, India wouldn't need to have so much poverty without this much greed of the concerned people).
Unfortunately, I fear that the situation still has to worsen to become better...
