Yes that's why government should evaluate and adopt the best practices from across the world and improve the startup ecosystem. For instance hawkers and mom and pop shop people displaced due to Ayodhya temple road widening should have been given interest free mudra loan to buy back the new shops. That way real estate prices won't fall yet people behave with fiscal discipline.
I will add my 2 cents. Situation is far better since license raj days. Also days of black money have become challenging due to GST and digital India (you have to be a large small business to start doing tax loophole stuff ). So while progress has been made, patience is needed.
I am not using patience as a forever thing. but we still have long ways to go. No maggi 2 mins recipe for the issue and 70 years of govt meant bureaucracy (which really is what executes) is always slow changing and they really want their corrupt ways to continue to make money.
IT and ED are extremely hard to handle. Raid = bribes/harrasment.
However, I also have seen with my own eyes, that people with significant efforts for black money are complaining far more than people following the processes. One of my family feels GST work is painful but it works smoothly for him and the system works just fine. His complaint is the pain of process vs process not working (earlier it was process was broken). so baby steps of progress.
