Actually I am curious why do you even THINK that it's allowed in a specific community ? I belong to Hindu community (although I am areligious and athiest, but my family history aint so). And around me I see under-privileged communities marrying off their girl children left right and centre when they turn 12/13/14. Doesn't matter which religion or community they belong to. I have read books and watched documentaries on the same from Rajasthan, Madhya Pradesh.

I see a common factor of economic background and lack of education there, NOT community.

India was divided bcoz it won't happen and we are seeing what is happening in Pakistan and Bangladesh and places where Hindus are no longer in majority.
